Source limitation note
This page is intentionally transparent about the Florida source gap. The
source collection log records that `https://www.floridajobs.org/OpportunityZones`
returned HTTP 403 to command-line download, including with a browser
User-Agent. A browser save or later Playwright capture is needed before
this project can cite a local Florida state copy.
Because that local copy is not present, this page does not list Florida
state workbook, shapefile, PDF, or KML files. It instead provides a clean
research path through the public Florida URL and national source materials.
